No information on progress was provided in response to both a request for information to the responsible government agency, made over the phone, and a request for information filed under the Right to Information Act No. 12 of 2016. Further, information available on the website of the responsible government agency could not be used to determine full progress of the promise. Progress was determined using "Progress of Large Scale Development Projects and Programmes as at 30th September 2018", made available on the website of the Department of Project Management and Monitoring.
Based on the information available online by the Department of Project Management and Monitoring, it was possible to determine the progress of the separate sections of the project as at 30th September 2018. For the two components of Section I, progress was determined to be 84% and 32% of their target for the year (75% and 19%). For the two components of Section II, progress was determined to be 83% and 96% of their target for the year (100% and 45%). For Section III, overall progress for land acquisition was determined to be 80% of its target for the year (100%). For Section IV, progress was 91% for the year (75%). Hence, progress for the promise in 2018 is determined to be substantial.
