Budget Speech para. 158: "Mr Speaker, let me state this at the outset itself. We have delivered on the promise of introducing the Student Insurance Scheme and have provided Tablets for our students. The President and the Prime Minister have clearly stated many a time that education is a key component of the country’s development strategy and, therefore, will not compromise resource allocation to its development. Hence, the Budget for education is structured on the objective of providing “13 Years of Education”. Such reforms will also focus on improving the ratio of Science, Technology, Engineering and Medicine (STEM) to Non-STEM graduates in the country."
Allocation Revised: According to the information received in response to the RTI request, the allocation has been revised from LKR 3,500 million to LKR 3,841.23 million.

However, it was not possible to determine progress based on the information received since progress was not reported consistently across activities. While extensive information on the progress of the promise has been provided in response to the request for information filed under the Right to Information Act No. 12 of 2016, it was not possible to determine the extent of the activities conducted in line with their targets, and thereby progress. Based on the information made available online by the Department of Project Management and Monitoring, progress as at 30 September 2018 was 80% of the target set for 2018.
