Establish an “Employment Preparation Fund” at MNPEA

Budget Speech para. 153: "A common issue faced by our youth in navigating the job market is that they do not possess the required skill set as demanded by the market. Therefore, we propose to implement a programme where groups of youth will undergo 3-6 month training courses in a specific skill set as demanded by the private sector. We will establish the “Employment Preparation Fund” at the Ministry of National Policies and Economic Affairs which will finance ‒ The cost of such training courses to be made available ‒ The cost of the stipend to be paid  during the training period  amounting to Rs. 3,500 per month ‒ A portion of the monthly allowance up to Rs. 6,000 for a period of 6 months and the partner employer will pay a further allowance of Rs. 10,000. " This promise was originally assigned to the Ministry of National Policies & Economic Affairs in the Budget Speech.

In response to the request for information filed under the Right to Information Act No.12 of 2016, the responsible government agency stated that 'Youth Affairs, Project Management and Southern Development' is not under their purview and requested that the RTI request be filed with the releavant ministry. However, as per Gazette No. 2103/33 (issued 28.12.2018) Youth Affairs was brought under the purview of Minister of National Policies, Economic Affairs, Resettlement & Rehabilitation, Northern Province Development, Vocational Training & Skills Development and Youth Affairs (currently the Minister of National Policies, Economic Affairs, Resettlement & Rehabilitation, Northern Province Development and Youth Affairs as per Gazette 2115/1, issued on 18.03.2019).
