Establishment of state medical faculties at Wayamba, Sabaragamuwa and Moratuwa Universities

Budget Speech para. 172: "Will establish State medical faculties at Wayamba, Sabaragamuwa and Moratuwa Universities to expand medical education." Allocation Revised: According to the progress report received, the allocation for the promise has been revised from LKR 1,250 million to LKR 2,100 million (LKR 900 million for Sabragamuwa and LKR 1,200 million for Wayamba). Promise Revised: The scope of the promise has been revised. The funds allocated for the establishment of a medical faculty at Moratuwa University have been diverted towards Sabaragamuwa University. This promise was originally assigned to the Ministry of Higher Education and Highways in the Budget Speech.

Information on progress was obtained through the action plan and progress report provided in response to the request for information filed under the Right to Information Act No 12 of 2016. However, it was not possible to determine progress based on the informaton received since progress for a substantial component of the proposal (Establishment of state medical faculties at Sabragamuwa University), which has an allocation of LKR 900 million, could not be assessed. Progress for this component was determined using "Progress of Large Scale Development Projects and Programmes as at 30th September 2018" made available on the website of the Department of Project Management and Monitoring.

Based on the information provided in response to a request for information filed under the Right to Information Act, progress of one component of the promise (Establishment of medical faculty at Wayamba University) was 55%. However, it was not possible to determine progress based on the informaton received since progress for a substantial component of the proposal (Establishment of state medical faculties at Sabragamuwa University), which has an allocation of LKR 900 million, cannot be assessed. Based on the information made available online by the Department of Project Management and Monitoring, progress for this component as at 30 September 2018 was 57% of the target set for 2018. Hence overall progress of the promise was assessed as 56%. Progress was assessed by weighting progress of activities outlined in the action plan by their allocation.
