Budget Speech para. 62: "The acceleration of exports and other sources of foreign income are crucial to sustainable economic growth and debt service capability. In the 2018 Budget, we announced the launch of the Export Market Access Scheme, and the National Export Strategy. Support will continue this year with Rs.400 Mn. allocated for the Export Market Access Program and Rs.250Mn will be allocated for the National Export Strategy. The NES includes the implementation of the National Quality Infrastructure Strategy, which is a public-private collaboration that entails upgrading of technical facilities for export product development and import quality testing." Allocation Revised: The allocation for the National Export Strategy (NES) has been revised to Rs. 175 mn and the allocation for the Market Access Program (MAP) has been revised to Rs. 96 mn.
Information on progress for the full year was obtained in response to the request for information filed under the Right to Information Act No 12 of 2016 (RTI request). Only the Action Plan for the National Export Strategy was available through webchecks, hence, this was not sufficient to assess progress. Therefore, progress was assessed using the complete information receieved in response to the RTI request.
Based on the information made available, progress as at 31 December 2019 was assessed as 83% of the target set for 2019. The Progress Report provided in response to the request for information filed under the Right to Information Act No 12 of 2016 indicated that the original allocation of the National Export Strategy (NES) was Rs. 1,140 mn, consisting of 250 mn for new initiatives and Rs. 890 mn for continuing initiatives. As the Budget Speech and its Annexures state only the allocation of Rs. 250 mn, the scope of this proposal has been taken to include only the new initiatives of the NES. The original allocation for the Market Access Programme in the Budget Speech was the same as that reported in the response of the ministry. In addition the Progress Report indicates that the allocations for both the NES's new initiatives and the MAP were revised, and reports progress against the revised allocations. Progress was assessed as a weighted average using the respective progress levels and revised allocations.
The Ministry of Industrial Export and Investment Promotion was ranked 6th out of 16 government institutions assessed in 2019. The rank was determined based on the weighted average score of 71.7 received by the ministry (weighted average based on allocation). This score was based on the disclosure of information on 3 proposals assessed in 2019, which were under the purview of the ministry.
