Budget Speech para. 187: "In 2018, significant investment in producer co-operatives sought to urgently create jobs and decent incomes by initiating 50 small industries in the rural economy. The groundwork laid last year, allows us to scale up this program rapidly with another 50 co-operative small industries and take existing industries to the next stage of development. Tech Ceylon Social Ventures, a non-profit company of mainly young Sri Lankan engineering and technology graduates, have provided voluntary technical services driving our flagship small industries producer co-operatives program in the North. This support has been invaluable for successful Government investment, and I hope young professionals in other regions will also make a similar contribution to our national economy."
Information on progress was obtained through the Progress Report provided in response to the request for information filed under the Right to Information Act No 12 of 2016. Two separate requests were filed for the proposals coming under the purview of this ministry. Only a single response was received, however, the response contained information sufficient to assess progress of both proposals. Hence, this response has been considered for the openness assessment for both proposals.
Based on the information made available, progress as at 31 December 2019 was assessed as 91% of the target set for 2019. The weighted average percentage completion was computed using the number of projects under the proposal and their approximate level of completion as per the progress report.
The Ministry of Community Empowerment and Estate Infrastructure Development was ranked 9th out of 16 government institutions assessed in 2019. The rank was determined based on the weighted average score of 55.9 received by the ministry (weighted average based on allocation). This score was based on the disclosure of information on 3 proposals assessed in 2019, which were under the purview of the ministry.
