Information on progress was obtained through the Action Plan and Progress Report provided in response to the request for information filed under the Right to Information Act No 12 of 2016 (RTI request). Information on the progress of the proposal was also available on the website of the ministry. However, the information provided through these two sources did not match. The information provided in response to the RTI request was deemed as the most updated based on the date of publishing and date of receipt of the respective sources. The RTI response was also confirmed as the most updated information verbally by the Information Officer of the ministry. Hence, the information available on the website of the ministry was classified as unusable.

Based on the information made available, progress as at 31 December 2019 was assessed as 83% of the target set for 2019. Information on progress was obtained through both the website of the ministry and through the response to the request for information filed under the Right To Information Act No 12 of 2016 (RTI request). However, the level of progress indicated as per the information obtained through the RTI request and website did not match. The progress reported as per the RTI request was identified as the most up to date information based on the date of publishing and date of receipt of the two sources of information. This was also verbally confirmed as the most accurate source by the Information Officer of the ministry. Hence, progress was assessed based on the information provided in response to the RTI request, and the information from the website was disregarded. The response to the RTI request also indicates a revised allocation of Rs. 550 mn.
